This is assuming the bolt is out of the rifle and you didn't jam it close and now have both a stuck bolt and a live round in the chamber. If the bolt is out, yes, wood dowel from muzzle end will work.
Interesting. All straight bolt. Both visible slings on bottom, not on side like k98k, even thou the rifle allowed it. Sling buckle up at the front, and button at the rear.

Here is my 1938 s/237 in a repro walnut stock from minellis. Finished in Extra Dark Shahftol. It's little lighter in person, that darker reddish tone was because I took the picture in early evening.

I picked up what looked like a nice duffel cut early war Waa63 laminated stock, only to find out the band cut is 1/4th inch rearward of normal, like it was modified for a Yugo shorter barrel.
Same deal.
If anything, start with gun oil/ballistol on a rag, and do it gently. Less is more.
Those who know what it is, won't care about the rust and will appreciate the un-messed with condition. People who would want the rust cleaned off probably won't appreciate what the rifle is and will pass it...
Gentlemen, I bought OP's rifle and put it in a repro Minellis stock. The picture is above. Like all my rifles it will be a shooter and if i come across an original stock for a reasonable price later on, great, but for now I'm happy with the results.

Can you post some pictures? I have a nice laminated Waa26 stock that was modified for Yugo shorter barrel and then duffle cut. I have a full front part of another laminated stock, so enough for repair, but was concerned about how it would all look.
