PPK Eagle C

Hey everyone I need help figuring out the marking on this PPK I have, It is a Eagle C stamped but there are 2 Cs, one to the right of the eagle, and one below the eagle. Is this just a stamping error or is it something else?

Obviously scratched one off and restamped it. Doesn't look like something the Germans would do.

Here is a bit of a better photo, the scratched look is present over the whole pistol and on the opposite side where the serial number is. Looking at other police stamped ones the stamp is in line with the mag release, if the eagle was beside the bottom C it would be quite close to the edge of the frame. Does anyone have a measurement of what the stamp height is to compare?

Looks like the first stamp was too light so they gave it a second one. Could be original.
