This is a re-designated model of Type3, presumably the original marking was "ZF40".
From my database, the Type3 modified model is between 145k to 153k serial range.
Yours is 189k and there is another same type now on the net, serial# 190k.

So, perhaps for some reason some unfinished ZF40 scope tubes were left behind, and then modified in different way and completed a little later than the others?
This modification type resembles more like eso re-designated models than the former cxn ZF40 re-designation.
