Luger 1936 Holster maybe marked police?

Here is a 1936 luger holster I have own for a while. Berlin made. I need someone to shed some light on this. There is a serial # when you lift up the flap , you can see in the photo.Is that mean its a Police procurement number or is that the serial# of the luger making it a matching rig. Holster is near mint. I have wondered about this a while. I will thank you for any comments to this holster.

Police holsters have a different style closure strap so the serial number stamp must go with a non police Luger.
Nice looking holster.

I would think your second suggestion is the fact. The number is the serial number of the gun carried in the pistol. As pointed out above, it is a military procured holster.
