Got scammed on ebay, Now I have to restore it. Please help.

You can literally return anything on Ebay. If the seller doesn't accept the return Ebay will refund you and often times let you keep the item. Doesn't matter if you say (no returns, as-is, etc).

From the pics provided, it doesn't appear to be sharpened. That`s a plus if it isn`t. Don`t do any more "sanding" on it or anything else really. Wipe it down with some gun oil and leave it as it is. You did not mention if it has a scabbard.
If it is a late war WKC Behoerden, as Andy suggests, (I agree with him) it would have a rough appearance, as if filed on.

Thank you. The scabbard if heavy rusted. I’m gently trying to clean it with gun oil. Any tips?

You’re correct, it’s not sharpened, but someone definitely played with it.
 
Certainly a good oiling will firstly stop the rust, the rust on scabbard looks like not extra old on some places, probably wrongly stored, the blade is well preserved by scabbard. Same as on pommel there are too heavy areas of rust, which was caused by wrong storage in last 80 years. this is a 1943/4 production piece. I dont see any wrong way done cleaning or restoration on that piece, more real only wrongly stored. Some light scratches on pommel and flashguard only.
 
Thank you Andy, do you suggest I do anything to restore it? It lost a lot it’s patina removing the rest. It rusted and covered in a sort of glue. Thank you.

I personally would do nothing in mechanical cleaning, probably this is a mud found, similar large areas of metall could be found removed by mud founds but it could be something other agressive which removed the steel in layers. The surface should be cleaned by alcohol from vaseline remains and coat with oil, maybe some rust areas could be easily removed by brass pin, but i assume on some small areas is the weak blueing still visible. Pictures should be made on daylight on more neutral background to better see details, i got a similar piece 8 years ago for 45€, cleaned already from rust but remained as is, the blade was well preserved.

Horrible….. he had the balls to relist the item with different photos for more money. On the positive side, Ebay said keep the bayonet as they were not paying for the return postage as they considered the transaction fraudulent and he did not want to pay for the return postage.
