I can see the paint. The veteran who brought it back painted the metal maybe to preserve it. That's my guess.

I think you're right John, I removed the paint and it looks a lot better now. Most of the paint flaked off pretty easy but there's still some in the corners and dips. I also turned the recoil lug around while I was into it. Thanks to everyone for your help.
