Yes, they are SchuPo and with close examination it can be seen that more than one man has a polizei sleeve eagle. It is just as common to see tunics worn in the field with or without a sleeve eagle in polizei formations. However, not often will a camo polizei helmet be observed.

you can also tell by the decal its an SE made helmet with the bordered decal. Police were used in a combat role even though most don't treat them as such. There were many layers to the 3r police force.

Even from this old photo it is amazing how the snow camo blends in so well with the surroundings (almost disappears) while the factory helmets stand out.
